Yes you have sown into them a solid mindset of the presumption that every decent citizen is a suspected opposition sympathizer.

To put into perspective of how the system functions, I will discuss the dreaded former East Germany sercret police “The Stasi”, which infiltrated every walk of East German life, suppressed political opposition, and caused the imprisonment of hundreds of thousands of citizens, proved to be one of the most powerful secret police and espionage services in the world.The Stasi’s activities within East Germany and overseas, included programs for internal repression, international espionage, terrorism and terrorist training.

The Stasi, considered themselves"shield and sword" of the party. When the regime collapsed, it was discovered Stasi had 274,000 personnel on its payroll including 102,000 full-time officers and noncommissioned personnel.
The Stasi employed 274,000 personnel to control only 17 million for over 4 decades this small band of secret police terrorised citizens with impunity.
To ensure that the people would become and remain submissive, East German communist leaders saturated their realm with spies of the ratio of one secret policeman per 166 East Germans. When the regular informers are added, these ratios become much higher: In the Stasi's case, there would have been at least one spy watching every 66 citizens! When one adds in the estimated numbers of part-time snoops, the result is nothing short of monstrous: one informer per 6.5 citizens.
The Stasi's tentacles probed every aspect of life. Full-time officers were posted to all major industrial plants. In turn, the police officer was the Stasi's man. If a relative or friend came to stay overnight, it was reported. Schools, universities, and hospitals were infiltrated from top to bottom. Doctors, lawyers, journalists, writers, actors, and sports figures were co-opted by Stasi officers, as were waiters and hotel personnel. Stasi officers knew no limits and had no shame when it came to "protecting the party and the state." Churchmen, including high officials of both Protestant and Catholic denominations, were recruited en masse as secret informers.

Therefore we can deduce the grand system your constructing in Uganda is an idea heavily borrowed from the model of the former communist East Germany,In Uganda we have cadres in all spheres ,security personnels and informers in CSO,Judiciary,regulative bodies,semi autonomous authorities,civil service ,institutions of learning,tax bodies etc are infested with agents but like the Stasi despite its perfect machinery built for over 4 decades ,when time came the ordinary people got tired of it and dismantled it.
Like in Uganda crime rate has exploded because of the same borrowed system which is impossible to implement here ,one basic reason is the standards of education and knowledge base between the two countries differ. In desperation you have quickly come with intermediate relief of reorganizing a group of criminal gangs you created in the first place.

Mr Kayihura Boda boda don't think on their own, its the corrupt mindset you have inculcated in them of recruiting them as defacto security personnels,agents and snoops and they have turned it into a trade/profession that is being used to prematurely terminate peoples lives. Even though you reigned hard on the Boda boda industry and imposed all sorts of regulations the killings are not bound to end overnight because its a mindset and confidence you have equipped them with , they will simply change tactics to something else .
In addition to this state organized Boda boda criminal gangs you have gone an extra leap with your plans to turn, thousands of unemployed youth into militias with the disguise of training them to be crime preventers. But mabo bado these group who happen to be educated will be the worst thugs more than the illiterate Boda boda riders because of pressure to achieve in life.

Mr Kayihura a farmer cannot plant potato and expect to harvest pineapple.

Mr Kayihura your policy of saturating all realms with spies like the communist is paying dividens and if you still had some degree of respect remaining in you? you should have thrown in the towel instead of having to persevere public ridicule and wrath of the citizen who are frustrated with your records.
Ugandans have been complaining for ages over mysterious related killings, everyday the police picks dead bodies dumped in the swamps and many wetlands in and around the city just because they are not people of prominence little is mentioned of them.Its unfortunate that its taken the killing of a senior civil servant that you deem it appropriate to take action, let me remind you those other nobodies perishing mysteriously in muzigos have as much equal share to this country.
My last point goes to opposition leaders who are so passive and lack the faculties of how to read the public mood, this crisis should have been a turn around moment for the opposition leaders to rally people against the institution of the negligent police.
