Regional Police
The extended
marginalization and the regional imbalances in appointments within top hierarchy
of Uganda National Police should not be dismissed by the authorities as mere
voice of discontent, its sectarian appointments, this disparities are real and
skewed to one region and it makes Ugandans look at the whole police with a lot
of suspicion.
The
politics of patronage that informs Museveni’s style of leadership, has without
doubt been extended to the national police, he is using it as instrument to
sustain him by granting the sons of one region the ultimate control of the police,
the composition is shocking from the list of head of directorates to district levels,
how is it possible that citizens remain silent in this glaring inequality?
Just
recently Ugandans were up in arms about cabinet appointments where the
west/southwest scooped more than half of the 31 cabinet ministerial
appointments.
Just to
begin with together the police and internal affairs is under the stewardship of
two Museveni trusted servants and ironically they are both serving generals, General
Aronda and General Kaihura. Police with its unbalanced appointments in regional
distributions of the top echelon makes it devoid of a nationalistic DNA and it has
officially become the law enforcement branch of Museveni not even NRM recently
we witnessed how one section of the NRM is being hounded by the police.

Former
deputy IGP Mr Odwe , once in an interview with one of the dailies told of how
drafting of soldiers into the force had brought in ignorant people and said the
police’s criminal investigations department was littered with incompetent and
ill-trained detectives “masquerading around”, which partly explains why the
force has failed to solve a series of high-profile crimes.
He speaks
about working under military generals, concluding that they are “poor at
writing reports” and he also admitted that the police today has “overemphasized”
the use of force in quelling demonstrations “which is not necessary all the
time”, and said police officer Gilbert ‘Bwana’ Arinaitwe should have been
“reprimanded”
The regime
focuses much on specific geographical areas for deployment of Regional and
District Police Commanders i.e. opposition strong hold, land grabbing and
political-ethnic considerations. Kampala is a special area of operation where
only tested regime cadres are deployed.
This should
be an eye opener to Ugandans and also inform us as to why grievous crimes is at
its highest position simply because the police is not a nationalistic institution,
it’s getting desperate to the them that they are openly creating a militia
force under the watch of police called crime preventers.
My
suggestion is to address this imbalances, devolution of the institution by
creating regional police districts completely independent of the central, this
can remedy the problem of marginalization. Otherwise Museveni runs his
government in a fashion of a reward and punish system, instead of sticking to
meritocracy and performance as a way to equalizing appointment without having
to first consider people’s tribe and region.
