General Salim Saleh invites Machar for talks in Kampala
The usually boisterous and self proclaimed security guru in the great lake region president Museveni seems to have been left with bitterness in the South Sudan conflicts, after the international community collectively snubbed his attempts to manipulate the deal by trying to smuggle other provisions into the peace agreement. Museveni in recent times has been carrying a tag on himself as a regional peace enforcer or broker coming from the fact that he sees himself as a security partner for the western powers . Uganda army the UPDF has been involved in a proxy war against Alshabab for 8 straight years on behalf of the western backers ,but this time his backers seem to have lost patience and trust with his usual methods of enforcing peace through military might ,the South Sudan conflict has been raging for 18 month with taking a role of an aggressor and a peace mediator as well, it doesn't work that way.
Now that Museveni finds himself isolated and with trust issues hanging on his neck ,he again tried to pull his blackmail card against his backer the super powers by engineering a premeditated attack by the UPDF AMISON soldiers against the civilians in a wedding in Somalia ,for us who understand Museveni know how predictable he can be,Museveni has never changed in his ideology of believing in violence as a means to resolve political matters.
Part of Kiirs delay in signing the peace agreement stems from Museveni himself who is known for time bidding as he plans to unleash another round of violence in order to create a stalemate ,however this time the international community didn't buy his ploy the pressure from the international community was surgical with threats of economic embargo.
In statement released by Susan Rice, President Barack Obama’s national security adviser, said
“We will work with our international partners to sideline those who stand in the way of peace, drawing upon the full range of our multilateral and bilateral tools,” Rice said.
US State Department spokesman John Kirby went a step further, saying that if Kiir acted on his reservations and reneged on the deal, The US had proposed a UN arms embargo and more sanctions from 6 September unless the pact was signed by the 15-day deadline given to Kiir last week.
Joint Statement by European commission also has hallmarks of seriousness "Today, President Kiir decided to sign the peace agreement endorsed by other South Sudanese parties in Addis Ababa on 17 August 2015.
A ceasefire must come into place and all obstacles to full and unhindered humanitarian access must be removed immediately. A strong monitoring body with regional, international and South Sudanese civil society representation is vital to ensure that the agreement is respected by all stakeholders.
"Accountability and transparency will be central to the way forward for South Sudan.The EU will continue to stand by the South Sudanese people during the transitional process and appeals to the political leaders of South Sudan to rise to their responsibilities, end the suffering of the South Sudanese people, account for the atrocities targeted at civilians and children and prevent an even greater humanitarian tragedy from unfolding".Said the EU statement.
In addition the Office of the President of the United States also added his voice by saying it does not recognize a list of reservations that he made when signing the document.
"The US does not recognize any reservations or addendum's to that document."
In the end Kiir had to relent to the pressures and sign the peace deal aimed at ending a 20-month conflict at the ceremony, Kiir said he had faced intimidation during the peace process.
Meanwhile his godfather president Museveni of Uganda is looking a dejected and a bitter man after the signing of the peace deal, in fact the posture in the body language at the signing ceremony shows all the evidence that he is disturbed man. Now that he has been outwitted and deal expressly mentions that his forces must pull out after a period of 45 days considering he has a very stiff elections coming up next year and he has to account to the citizens the whole cost of the military incursion of South Sudan ,its feared many Ugandan soldiers lost their lives in South Sudan.
Therefore in a usual trend its his brother general Salim Saleh who normally comes up to try and mend fences or clean up the mess his brother has done ,so here we have Gen Saleh trying to pick up pieces by inviting a delegation of the SPLM-IO Machar faction to a meeting in Uganda. But the world is equally curious of their motives, mandates and capacity for a presidential adviser to handle high profile inter state diplomatic level cases?.
These are the questions the world should be asking the Kampala regime why not use the official channels like the ministry of foreign affairs for example since SPLM -IO is officially part of the transitional government?Attention to my readers ,I remind you that General Salim Saleh is the henchman. John Garang died on his way from Uganda! It just shows they do not respect international procedure of conduct or peace deals.
