P10 CELLS IN BRIEF.

Voting out a 30-year-old entrenched dictatorship is like felling a Mahogany tree with a razor blade.

No job is unachievable for a cohesive unit; we can emulate from the social insects called "ants" that live together in well-organized colonies.

Collectively this tiny creature through their colonies construct a super structure called ant hill without any specialized tools, however it takes man to build a factory of implements and chemicals just to demolish it.

In other words, just like the determined insects, when people are in agreement they become unstoppable.

The ancient Babylonians nearly built a tower to heaven was it not for God to scatter them the planet would be another place, therefore together we can defeat the dictatorship by forming small bands of vigilant citizens called P10.

If citizens embrace this solution in P10 citizens and act now, we can use many blades to target and sever the roots that feeds and sustains the Mahogany tree.

P10 will bring citizens together in small cell networks, that will not only fight for power but will retain power, P10 will be network that will ensure everyone gets out and not only vote but protect the people's votes from electoral malpractices. Their values are to advocate, recruit, vote and protect by all constitutional means, the peoples power and governance at all times.

In the event of the implementation of the defiance strategy, P10 will take the lead for the massive sensitization, leadership, engagement (actual execution), and rewards/reinforcement. 

P10 CELLS.

FORMATION OF STRUCTURES:

P10 coordinator identifies and recruits 10 confidants. Who is a confidant? Characteristics of a confidant is that person: You have known in and out for a long time Who your survival instincts, intuition and knowledge inform you he/she can manage the task Who believes and has faith in you Who is there for you as a person who knows you in and out but CAN NEVER BETRAY YOU and you can never betray.

The P 10, people cells, each consists of ten electorates.

Each electorate cell member recruits 10 voters, and the multiplier spikes.

Recruitment of the first 10 is at every parish.

The next ten at every village in that very parish, last ten in every village. I.e. 10 x 10x 10= 1000. In every parish.

REGISTRATION AND RETENTION OF RECORDS:

Formation of P10 cells: A coordinator signs his / her name on top. Then registers his ten people inside. Same names are copied to the other aside of the card. Then you separate (tear) the card, keep copy and send another back to us.

With returned cards, we will develop data of our votes. We will know the number of votes we have at every polling station. And we will be able to know who they are. We will know and keep in touch with our agents and every agent will have a record and evidence to show how he participated in the struggle.

P10 values are to advocate, recruit, vote and protect by all constitutional means, the peoples power and governance at all times.

Grass roots mobilization will be the key in building the critical mass we need to drive the “We win by defiance concept”.

OBJECTIVES.

1. ·         Sabotage vote rigging.
2. ·         Protect votes.
3. ·         Get out and vote as a family.
4. ·         Document any irregularity either by photo or video.
5. ·         Text the vote counts.
6. ·         Mobilize others.
7. ·         Check voters register.
8. ·         Identify any irregularities.
9. ·         Find out non - qualified fake, underage, deceased names on register and report to coordinator.
10. ·         Remind your coordinator to take action on irregularities.
11. ·         Including any acts contrary to free and fair elections.

A. Votes are mainly stolen using a fake register:

1. Ghost voters

2. Deleting opposition voters from the register

3. Placing right voters in wrong polling stations in order to disenfranchise them.

The remedy is to demand display of the voters register a month before the polling day.

B. Polling agents.

1. Selection of reliable polling agents.

2. Train the polling agents to increase their vigilance. They must inspect the ballot boxes before voting commences to prevent ballot boxes stuffing and stay at the polling station until votes are counted.

3. Equip the poling agents with reliable means of communication including mobility.

4. Appoint coordinators (district, county and sub county)

5. Put up a parallel tally center to which your polling agents will be sending the results from each polling station immediately after counting the votes.

All the P10 structures and all party candidates will mobilize for stopping vote rigging. There are various levels at which rigging can take place and that should be well documented by the party. Defiance actions at each level should be formulated by the sensitization committee and implemented. 

The most important defiance actions will be handled at village level by P10. A certain group of people should be present at the polling station before start of polling. And all the rigging that may occur on the polling day should inform the conception of defiance activities intended to stop it. After voting and tallying, results should be public information which everybody knows such that any attempts to alter it are seriously defied. Actions for every stage including refusal of pronouncement of wrong results should be well known such that any attempt at it will result into a mass uprising.  

Gumisiriza Issa Votes are always stolen through computers at the Electoral Commission. It's still a very big challenge.

Dave Kanye I have got this feeling state agents are using social media monitoring to identify, and remove regime opponents and none supporters from the registry especially since EC intends to use one prepared by internal affairs. This could also be one of the reasons for the delay in outing and displaying its. We wait and see.
