Inside the UPDF.

Museveni is planning to demobilise the army and replace them with his trusted new recruits.  The secret memos sent to all commanders is to  list all UPDF soldiers who have served for over 10 years.

Museveni understands that he is fast losing support and control of the army , because there is abnormally high rates of desertion due to battle weariness and corruption tendencies of their superiors. Therefore CDF Lt Gen David Muhoozi has orders to target old soldiers mostly of lower ranks from private to Capt who are aged over 40 years,their assessment is that these soldiers will pollute the new recruits with indicipline and thus infect his young soldiers with bad manners which will put him in  logger head with his commanders.

They have made considerable progress in compiling this list and 90% names of those proposed soldiers to retire forcefully has been completed , the first phase of implementation is set to begin in February 2018. This is part of the larger plan to completely reorganize the military with entirely new loyalist who will keep his life presidency dream.

In another classified information Museveni has directed CDF to massively recruit new soldiers from the Bararo ethnic group of the Banyankole tribe and with few faces from Buganda region starting in this coming September 2017. Its suspected that he is pushing for land acquisition in Northern Uganda so that the army secretly establishes a base for relocating Banyankole young boys and girls to the regions of Northern Uganda. He is desperatly pushing the land demarcation in Amuru so that it coincides with the time of recruitment and these Banyankole boys and girls will be recruited in the pretext that they have satisfied regional quota from the northern region.  Museveni has calculated that the rank and file of UPDF are now dominated by the people of North and East regions of Uganda and this could brew future imbalance in the army, so he has embarked on a long time systematic plan to replace them with his regional tribesmen.


This mission is going to be coordinated by residence district commissioners ( RDC ) & district internal security officers (DISO) with the full knowledge of friendly district LC5  chairmen. The district chairpersons duty is to expedite the issuing of introductory letters to these new residents of regions to act as prove that they are bonafide inhabitants of the villages, this same trick has worked in Mubende district in central region . These letters with LCs stamps be presented to recruitment centers and handed over to team leaders at the centers.

Museveni must understand that it's not going to be easy to continue with his deceptions, his own army are tired of him and his divisive recruitment is unnerving his commanders.
I ask our district  local leaders to be extra vigilant during this period,investigate and interrogate every government plan being enforced by the military just like the Amuru land grab. The only planned investment in Amuru is a military barracks nothing else.

In another security branch according to my highly placed sources in both the police and the army, the sister security agencies are heading to a collusion course because Museveni favours the police more than the UPDF. According to my source  Kayihura informed his police commanders that Museveni has more trust on the police than the UPDF. Therefore he secretly directed the finance ministry to release more funds that he is going to reward the police with salary increment from the end of September.


Meanwhile UPDF soldiers shouldn't expect any increment in the near future instead they have plotted to contain internal dissent with another deception scheme devised to trap the army personal.

The plot involves sending the questionable elements in the army on a forced annual leave with a trap of double salary. While you are on leave you are still paid your monthly wages ,when you resume work then you are arrested and detained for unspecified period on charges of  fraudulently receiving extra income without reporting to your superiors.

This reverse engineering plot is to impose records of misconduct on the personal files of the officers so that it makes easy to summarily dismiss them with disgrace. However the army have discovered the trap because many of their colleagues have been detained and referred to the disciplinary proceedings. The army personal are in the process of filing a lawsuit in the high court against the defence ministry.
