COMMISSIONER KARUGABA LETTER TO IGP KAYIHURA ON STATE OF UGANDAN POLICE TODAY

Image
Bizarrely  this letter was written at time of commemorating  the police 100 years of existence in Uganda,it must have passed through the media lenses, its incredible piece of a scathing attack on the IGP Kale Kayihura by a commissioner of police Karugaba. As a preamble i extract an except; " I am old enough to have seen the Colonial Police in action, and I know that they promptly arrested murderers, rapists, robbers, thieves etc and promptly produced them before courts of law, a far cry from your UPF of today. You know this very well: I saw with you in the same Criminal Law classes at Makerere. We quoted criminal case precedents from that era. The UPF will have to prove its legitimacy through effective operation, often through direct engagement with citizens on the ground. Political partisanship on your part and the growth of crime in Uganda have in many cases undercut the development of democratic policing by ensuring more militarized responses to disorder. This is an insider perspective of the deteriorating     human’s rights records of Uganda security services especially the Uganda police, citizens should be prepared for the worse come the end of the year. Intercepted information indicates the regime is already arming the Boda boda cyclist to unleash mayhem specifically targeting the houses of members of opposition and their supporters. If they fail to harm you they will vandalize your properties, ironically the security in Uganda have a unit within them who operate as burglars, numerous offices of NGO`S and opposition leaning businesses have been victims of these violent break-ins that just target the computers and other information storing devices. Citizens must remain vigilant and become prepared to face these state armed hooligans who will stop at nothing but inflict pain, injuries and destructions of property in the interest of subjugating the population to support a waning regime. The 10 th October 2015, has been another very gloomy day for pro democracy activist, we where treated in full circle of what defines the unprofessional ism of the partisan Uganda police, from attempted murder to a cat and mouse chase, humiliations of people of eminence, degrading arrests, torture, bullet wounds, teargas, accident all these these sound like some fictional melodrama but in fact it was a reality today starting from Kampala-Masaka, Mbarara all the way to Rukungiri. The FDC had a scheduled rally at Rukungiri slated for the 10 th and all the laws were complied upon leading to the event, however as the day approached the police had other ideas of mangling the arranged rally, on the evening of 9 th October, the DPC(District Police Commander) Rukungiri district went on air in the local FM stations. He made announcements on radio Rukungiri informing people that the FDC (Forum for democratic change) rally scheduled for Sat 10th would not take place and he went f

In a review to this writing I agree that we are spending more times venting our angers and energies infighting instead of dismantling the enemy, however this should not deny us the right to opinion, in the sense of the business terms this alliance was a   Black knight defined as  unwelcome takeover bid. FDC opposed an  Hostile Takeover, this alliance was intended for  unfriendly takeover of the party by raiders and our designated CEO strongly resisted the bid. To our dismay the supporters he has become the target, because it was bad news for those with unfriendly bid to fail to takeover FDC. Otherwise if our CEO buckled to the blackmail of this alliance, it would have created the biggest round of grumblings in the party which could have  threaten the whole existence of FDC, thanks to our more than able CEO Kizza Besigye he withstood the pressure and kept the party intact. However the perspectives put in this article makes us come to the agreement that we must not
