Inside the UPDF. Museveni is planning to demobilise the army and replace them with his trusted new recruits.  The secret memos sent to all commanders is to  list all UPDF soldiers who have served for over 10 years. Museveni understands that he is fast losing support and control of the army , because there is abnormally high rates of desertion due to battle weariness and corruption tendencies of their superiors.
