In memo internal communique passed to Political Crime by a source reveals that President Museveni is solely imposing his hard stance and uncompromising demands to frustrate the IGAD PLUS peace agreement because its a white man solution,it appears he wants to impede the hard work reached by the IGAD PLUS negotiators .
This meeting comes in the aftermath of Mr. Obama convened meeting of the region’s leaders in Ad dis Ababa to try to halt the conflict in South Sudan, which was his most direct personal intervention since the violence broke out more than 18 months ago. He and the other leaders agreed to press the combatants to agree to a peace agreement by Aug. 17, and threatened both sides with sanctions or other measures if they do not comply.

The meeting convened by Museveni for the front line states of the heads of states of Kenya,Uganda,Ethiopia and Sudan represented by the foreign minister has completely altered the previous work done by IGAD PLUS.

Museveni has a historical record of under minding all peace efforts from the first time his rebels the NRA was fighting the Tito Okello led military Junta in Uganda ,in 1985 peace talks was convened by the then Kenyan president Daniel Arop Moi ,which was treated with contempt by Museveni yet he signed the agreement later to renege on the agreements known as the "Nairobi peace jokes".While the talks was in process he used the opportunity to rearm and attack to expand territories under his rebel control in violation of the agreements ,this is also evident in Rwanda conflict between the RPF and the Habyrimana led government the day the agreement was reached is the day the president was killed by a missile directed on his plane.
I may be presume the Machar factions ,while pushing for thus agreement should bare in mind this records of Museveni controlled peace agreement part of his hidden agenda is to maintain control of Juba security installations at any cost in fact in the Ugandan parliament recently the Prime minister while being asked by members of the opposition on the floor ,responded that UPDF will continue to be in South Sudan as they wait for regional forces to replace them.
Clearly stated in ink that all foreign forces must pull out of South Sudan within weeks of signing this document,most independent observers believe Museveni is in moral accountability dilemma of forces and resources spent in South Sudan in the last 18 month, so he wants to bid time as he finds a way to exit the without accounting for the departed soldiers and equipment s to Ugandan citizens.
Meanwhile as negotiations goes on in Addis a proposal submitted by the Kiir team is that the Machar team should drop the Federalism and security arrangements demands in exchange for more share in the two contested regions.But the SPLM/SPLA IO under the Leadership of Dr. Riek Machar Teny has remained focused on their resolutions that will bring a long lasting peace to the complex conflict in South Sudan and they will not accept the proposal drafted by Museveni to frustrate peace efforts in South Sudan while extending the suffering of its citizens.Any additions that is contradicting the IGAD PLUS Draft Agreement on South Sudan as a basis for negotiation shall not be accepted.

2. The wealth he has accumulated (money, gold, precious stones) should be scattered along the procession to the cemetery...
3. His hands should be let loose, so they hang outside the coffin for all to see!!
One of his generals who was surprised by these unusual requests asked Alexander to explain.
